Job Description

AECOM is seeking a Program Manager to lead capital programs across Philadelphia. The role of a program manager is to ensure facilities are planned, designed, and delivered on time, within budget, and to quality standards.

The Program Manager will serve as the client’s trusted advisor and owner’s representative, leading a multi-disciplinary team and managing a portfolio of projects from planning through closeout.

This person will be responsible for but not limited to the following:

  • Lead the integrated program management of a multi-project portfolio, establishing consistent processes, controls, and reporting.
  • Serve as the primary point of contact for the client, providing strategic guidance, issue resolution, and decision support.
  • Align program delivery with stakeholder priorities, funding constraints, and expected outcomes.
  • Develop and maintain program-level plans, master schedules, and budget baselines; implement change control and variance analysis.
  • Forecast cashflow and manage contingencies; ensure compliance with funding and reporting requirements.
  • Coordinate sequencing, phasing, and risk-adjusted scheduling to minimize facility disruption.
  • Support procurement strategies (CM/GC, design-bid-build, design-build), RFP development, evaluation, and award recommendations.
  • Administer contracts and change orders; manage claims and dispute avoidance with fair, transparent processes.
  • Lead public outreach and community meetings, ensuring transparency and responsiveness to school and neighborhood needs.
  • Prepare executive dashboards, board-ready reports, and presentations.

  • Experience delivering capital programs in Pennsylvania or the City of Philadelphia, with knowledge of local codes, permitting, and public procurement practices.
  • Familiarity with union environments, prevailing wage, and workforce participation goals (MBE/WBE/DBE).
  • Experience with occupied-facilties construction, phasing, and environmental considerations (e.g., abatement coordination, IAQ).

Additional Information

  • Ability to attend evening or weekend community meetings if/when required.
