Head of Facilities
The main purpose: To lead, manage and administer the CTICC Sustainability in addition to the technical operations of the facility in terms of maintenance, and capital works projects. To ensure that all activities performed are executed in an efficient and economical manner, ensuring that all facilities, equipment, and furnishings are maintained or refurbished in such a manner, so as to ensure that all clients, stakeholders and staff are assured of a world class, clean, efficient, safe, healthy and attractive facility in which to congregate.
Reporting to the: Chief Operations Officer (COO)
Key responsibilities will include but are not limited to:
1. Managerial Responsibilities
Develops policies and procedures to ensure buildings, grounds and equipment are safely and efficiently maintained, including effective preventive maintenance programmes.
Oversees long-range facilities planning and capital improvement programmes, including priorities, standards and project management.
Provides oversight of financial and performance data, operational and capital budgets, and continuous service improvement.
Works with construction managers, architects and engineers to plan and deliver facility enhancement and capital improvement projects from design through to completion.
Provides leadership and supervision to facilities personnel and contractors, ensuring effective maintenance, compliance with applicable standards and environmental sustainability.
2. Facilities Management
Assists in developing and implementing the Facilities Management strategy to support the business vision, values and objectives through effective technical and technological services.
Establishes key performance indicators and measures to assess service delivery across building maintenance, security and cleanliness.
Evaluates existing systems and identifies opportunities to improve operational efficiency and service delivery.
Monitors the utilisation and cost-effectiveness of technical resources against operational plans and budgets.
Monitors management procedures and compliance with company guidelines, including the recovery of expenditure related to maintenance and repair work.
Approves drawings, designs and cost estimates for new works, monitors implementation and provides professional advice on complex technical issues.
3. Financial Management
Analysing trends, operating requirements and forward plans to establish the required Capital Operating budget for the period;
Analyses trends, operational requirements and forward plans to establish the required capital and operating budget for the period.
Evaluates departmental performance against budget and provides direction on addressing deviations and variances.
Monitors and implements corrective measures to address financial and procedural deviations, audit findings and recommendations in consultation with the Finance Department.
Manage the facilities department’s budget and ensure compliance with the CTICC's short, medium and long term financial strategy: -
o OPEX budget
o CAPEX budget
4. Staff Management
Conducts performance appraisals against agreed targets, reviews goals and sets new objectives to drive employee performance.
Identifies technical and non-technical skills gaps and develops employee development plans, career paths and job enrichment opportunities.
Implements Human Capital policies and procedures, addresses workplace conflict and performance deviations, and analyses staff attendance, absenteeism, overtime and productivity data to reduce personnel-related costs.
5. Contract Management
Guides the drafting, adjudication and reporting of contracts and tenders, ensuring compliance with Supply Chain Management policies, regulations and procedures.
Participates in the appointment and briefing of consultants and contractors, and evaluates submissions relating to project progress, performance and costs.
Monitors contractor performance and contract compliance through site inspections and ongoing engagement, administers contracts and processes completion certificates.
6. Communication
Disseminates operational and technical information on current developments, objectives, projects and constraints through effective stakeholder communication and participation in relevant internal and external forums.
7. Sustainability
Manages the sustainability portfolio by developing and implementing strategies, initiatives and programmes aligned with CTICC’s environmental objectives.
Leads sustainability performance by coordinating resources, projects and stakeholders, while embedding sustainable practices across facility and event operations.
Oversees environmental performance, compliance and reporting, including waste management, energy and water efficiency, carbon reduction, resource conservation, KPIs and continuous improvement.
Minimum qualifications:
Relevant technical tertiary qualification N6 / T3 / S4 / Bachelor’s Degree (Electrical / Mechanical) – NQF 7 level
Formal qualification in Facilities Management or Building Management.
Minimum experience:
Minimum of 10 years relevant industry experience of which 5 years must be at a Middle Management Level within the Facilities Management industry.
Prior experience within the corporate hospitality environment would be advantageous.
Good knowledge of the operation of an HVAC plant, inclusive of AHU’s, chillers, Pumps, Cooling Towers, principal control systems, as well as Building Management Systems – BMS
Good knowledge of Computerised Maintenance Management Systems (CMMS)
Good understanding of mechanical equipment such as lifts, escalators, hoisting equipment, etc.
Good understanding of standby power generation, UPS plants, lighting distribution boards, motor controls, control systems, LV/MV substations, etc.
Good understanding of energy management
Knowledge:
Thorough knowledge of applicable laws, rules and regulations governing facility management, including OHSA, DMA and SASREA.
Thorough knowledge of safety, security and administrative management principles and practices applicable to workplaces and public buildings.
Excellent knowledge of budgeting principles, facilities planning, operations, maintenance, repair practices and procedures.
Working knowledge of mechanical, electrical and ICT systems, as well as environmental stewardship principles including energy and water efficiency, recycling and air quality.
Skills & Attributes:
Strong leadership, interpersonal and communication skills, with the ability to engage effectively across all levels and build collaborative relationships.
A sound understanding of public sector service delivery, customer focus and operating effectively within budgetary constraints.
Proven portfolio, programme and project management skills, with the ability to manage multiple complex projects, changing priorities and deadlines.
Strong organisational, analytical, procurement, negotiation and problem-solving skills, with the ability to develop creative solutions and make sound decisions.
High levels of integrity, accountability, emotional intelligence, resilience, adaptability and professional credibility, with a strong business and customer focus.
