LEAP Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The Health Infrastructure and Health Facilities Enhancement Program (HFEP) Advisor will provide strategic and technical assistance to the Department of Health (DOH), particularly the Office of the Secretary, in strengthening the planning, prioritization, development, and implementation of health infrastructure investments.

The Advisor will support DOH in translating national health policies and long-term health facility development priorities into strategic, actionable, and implementable infrastructure programs and projects. The position will provide technical assistance in assessing health infrastructure needs and investments, establishing approaches for investment prioritization, strengthening project development and readiness, and identifying implementation constraints and opportunities for improved project delivery.

The position will also support alignment of relevant health infrastructure priorities with U.S.-Philippines bilateral health cooperation the Strategic Objective Agreement (SOAG) on Advancing Integrated and Sustainable Health Systems in the Philippines, as appropriate. The Advisor will support the DOH in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. 

The Advisor will work closely with relevant DOH offices and technical units responsible for health infrastructure, HFEP, planning, finance, health service delivery, and other related functions. The position will also support coordination with other government agencies, local government units, health facilities, the U.S. Government, partners, and other relevant stakeholders.

Responsibilities

The Health Infrastructure and HFEP Advisor will provide strategic and technical support to DOH in strengthening health infrastructure planning, investment prioritization, project development, and implementation.

Key responsibilities include:

• Conduct strategic assessments of existing and proposed health infrastructure programs, projects, and investments, including project status, readiness, implementation arrangements, and key constraints.
• Support the development and application of approaches and criteria for prioritizing health infrastructure investments based on health system needs, service capacity, project readiness, resource requirements, and expected benefits.
• Provide technical assistance for the development and refinement of priority HFEP and other health infrastructure projects, including project concepts, readiness requirements, implementation strategies, sequencing, and resource requirements.
• Assess the alignment of health infrastructure investments with relevant DOH policies, plans, standards, and long-term health facility development priorities.
• Identify implementation bottlenecks, risks, dependencies, and opportunities to strengthen project preparation and delivery.
• Support alignment and coordination of relevant health infrastructure priorities with U.S.-Philippines bilateral health cooperation, including activities undertaken under the DOAg-IHUF and SOAG, as appropriate.
• Support coordination among relevant DOH offices, government agencies, local government units, health facilities, the U.S. Government, development partners, and other stakeholders involved in health infrastructure planning and implementation.
• Prepare strategic assessments, executive briefings, technical memoranda, presentations, project assessments, and other decision-support materials for DOH leadership.
• Perform other related functions within the scope of the engagement, as may be assigned by the Office of the Secretary.

SPECIFIC RESPONSIBILITIES:

Strategic Assessment and Investment Prioritization

• Review existing and proposed health infrastructure programs, projects, and investments and assess their alignment with identified health system needs and priorities.
• Assess project status, readiness, implementation arrangements, resource requirements, key dependencies, and constraints affecting implementation.
• Support the development and application of principles and criteria for prioritizing health infrastructure investments, taking into consideration geographic and population needs, service capacity, referral patterns, facility capabilities, project readiness, resource requirements, and implementation feasibility.
• Identify priority infrastructure gaps and development requirements and recommend appropriate sequencing of immediate, medium-term, and long-term investments.
• Support analysis of funding and resource implications to inform health infrastructure investment and programming decisions.

HFEP Strategic Direction and Project Development

• Review existing HFEP program directions, project pipelines, proposals, priorities, and implementation requirements.
• Assess HFEP proposals and project priorities within the broader health infrastructure and health system strategy.
• Provide technical input to strengthen project concept development, preparation, readiness, implementation strategies, sequencing, and delivery arrangements.
• Identify recurring implementation issues and bottlenecks and recommend measures to strengthen project preparation and delivery.
• Support the development of recommendations for future HFEP investment and programming cycles.

Health System and Facility Planning

• Support alignment of health infrastructure investments with the Philippine Health Facility Development Plan (PHFDP) 2020–2040 and other relevant national health policies, plans, and standards.
• Support integration of infrastructure priorities with broader health system and service delivery requirements.
• Assess infrastructure requirements related to regional health capabilities, referral systems, facility capacity, and specialty services.
• Identify infrastructure gaps affecting regional and local health service capacity and recommend appropriate investment and development priorities.
• Support the translation of long-term health facility development objectives into actionable investment and implementation priorities.
• Identify opportunities to align priority health infrastructure investments with broader health system strengthening initiatives and relevant bilateral cooperation priorities, including the SOAG, as appropriate.

Program Implementation and Governance

• Support mechanisms to strengthen implementation monitoring, project governance, accountability, risk management, and coordination across relevant DOH offices and stakeholders.
• Track major implementation issues, risks, dependencies, and decisions affecting priority health infrastructure projects.
• Support the timely elevation of significant implementation issues and bottlenecks to appropriate DOH leadership for consideration and action.
• Provide technical recommendations to strengthen project delivery and coordination among concerned offices and stakeholders.
• Stakeholder Engagement and Coordination
• Participate in and, where appropriate, facilitate strategic consultations and coordination meetings with relevant DOH offices and technical units, DOH regional and field offices, government agencies, local government units, health facilities, development partners, technical experts, and other stakeholders.
• Consolidate stakeholder inputs to inform strategic recommendations, investment priorities, project development, and implementation approaches.
• Support coordination between DOH and U.S. Government counterparts on relevant health infrastructure and health system strengthening activities supported under bilateral health cooperation.

Executive Strategic Direction and Decision Support

• Provide strategic analysis and technical inputs to support executive-level decision-making on health infrastructure investments and HFEP implementation.
• Prepare executive briefings, strategic and technical presentations, decision papers, technical memoranda, project and program assessments, and recommendations for management consideration.
• Provide timely analysis of emerging health infrastructure issues, implementation challenges, and strategic opportunities requiring executive-level attention.
• Support the Office of the Secretary in reviewing priority health infrastructure proposals and other related matters requiring strategic or technical assessment.

KEY OUTPUTS:

The Advisor will support the preparation and delivery of the following outputs during the engagement:

• Strategic Work Plan: An initial work plan identifying priority areas for technical assistance, proposed activities, stakeholder engagement, and key information and data requirements.
• Health Infrastructure and Priority Project Assessments: Assessments of priority programs and projects, including implementation status, infrastructure and service gaps, project readiness, key constraints and risks, and recommendations.
• Infrastructure Investment and Prioritization Support: Technical inputs and analytical products supporting investment principles, prioritization criteria, project categorization, sequencing, and resource considerations.
• HFEP Program and Project Development Support: Technical recommendations and decision-support materials to strengthen HFEP project preparation, readiness, implementation, and future programming.
• Executive and Management Outputs: Executive briefings, technical memoranda, strategic presentations, project assessments, stakeholder consultation summaries, and other decision-support materials required by DOH leadership.

 

REPORTING:

The Advisor will provide a detailed monthly report to the U.S. Department of State submitted by the 5th day of the following month. Additionally, the Adviser will participate in bi-weekly calls with U.S. DOS staff. The format for reporting may be adjusted with concurrence from the Contracting Officer’s Representative (COR).

Qualifications

• Bachelor’s degree in engineering, architecture, urban or regional planning, public health, health systems management, public administration, development studies, economics, or another field relevant to health infrastructure planning and development.
• At least seven (7) years of progressively responsible professional experience in health infrastructure, health facility planning and development, capital investment planning, health systems strengthening, healthcare infrastructure, or a closely related field.
• Demonstrated experience in strategic planning, program or project development, investment prioritization, project assessment, or implementation of infrastructure or health system initiatives, including healthcare facility development and project management.
• Demonstrated ability to analyze complex programs and projects and translate technical findings into practical recommendations for senior management.
• Strong analytical, organizational, planning, and problem-solving skills, with the ability to manage multiple priorities and assignments.
• Excellent written and oral communication skills in English.
• Ability to prepare high-quality executive briefings, technical reports, decision papers, presentations, and other management-level products.
• Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.
• Ability and willingness to conduct field visits and participate in meetings and consultations with government agencies, health facilities, local government units, development partners, and other stakeholders.
