Position Overview

The Technical Advisor, Maternal, Neonatal and Child Health (MNCH) provides technical leadership, guidance, and support for the integration of MNCH services with HIV, triple elimination (HIV, syphilis, and hepatitis B), tuberculosis (TB), and early childhood development (ECD) programming across EGPAF-supported countries. The Technical Advisor works within the Technical Excellence (TE) team to strengthen the quality, integration, and sustainability of MNCH services, providing direct technical assistance to Ministries of Health and country programs in sub-Saharan Africa and other regions.

In alignment with EGPAF's 2026–2028 Strategic Direction — advancing triple elimination, ending pediatric AIDS, preventing maternal morbidity and mortality, child survival, and health system sustainability — the Technical Advisor supports countries in reaching WHO elimination milestones (mother-to-child transmission rates under 5%, fewer than 50 infections per 100,000 live births, and HBV prevalence under 0.1% in children under five) and progress toward 95-95-95 outcomes for pregnant women, children, and adolescents, while ensuring coherent technical standards and strengthening organizational and country program capacity.

This position also supports EGPAF's adaptation to the evolving global health financing landscape, including the U.S. Department of State's America First Global Health Strategy (AFGHS) and its emphasis on bilateral, co-financed country partnerships, transition planning, and country ownership. The Technical Advisor works closely with country program teams, other headquarters staff, and donors — including the U.S. Department of State's Bureau of Global Health Security and Diplomacy (GHSD), the U.S. Centers for Disease Control and Prevention (CDC), the Bill & Melinda Gates Foundation, and the Global Fund — as well as national Ministries of Health and other external partners.

Key Responsibilities

Technical Leadership, Strategic Guidance and Program Support

• Lead EGPAF's strategy and approach to comprehensive and integrated MNCH programming.
• Provide technical expertise on high-impact, integrated maternal, newborn and child health (MNCH) services that are sound and evidence-based.
• Provide guidance on the integration of PMTCT/eMTCT, pediatric HIV care and treatment, and triple elimination programming within MNCH platforms.
• Support the integration of TB/HIV co-infection screening and management within MNCH and PMTCT/eMTCT platforms, consistent with GHSD's core disease priority areas (HIV, TB, malaria, and global health security).
• Maintain deep expertise in global guidance related to the America First Global Health Strategy, GHSD, CDC, the Global Fund, WHO, and emerging evidence in maternal, neonatal and child health.
• Translate WHO, UN, and other normative guidance for MNCH into internal standards, technical briefs, and operational guidance for supported country programs and partner governments.
• Track and inform foundation teams on emerging evidence, innovative tools, and approaches related to MNCH, including digital and AI-enabled decision-support tools and long-acting PrEP options (e.g., lenacapavir) for pregnant and breastfeeding women.
• Support country teams' capacity to strengthen antenatal, intrapartum, postnatal, and newborn care services, with attention to service linkages across the continuum of care for improved maternal and child health outcomes.
• Support country programs in developing Ministry of Health-led transition, co-financing, and sustainability plans for MNCH/PMTCT integration consistent with bilateral, time-bound donor agreements (e.g., GHSD Country Health Partnerships).

Strategic Information, Monitoring, and Evidence

• Contribute to the development and refinement of national MOH and project-specific MNCH-related indicators and M&E frameworks in coordination with the Strategic Information team.
• Contribute to the design of M&E frameworks and evaluation approaches that meet donor compliance requirements, including experience structuring independent, in-region (South-based) evaluation arrangements as required under GHSD-funded programs.
• Review and analyze relevant program data on progress toward deliverables, program performance, and quality of care to inform needs for technical support.
• Conduct and synthesize literature reviews and landscape assessments on MNCH, PMTCT, and related technical areas to inform program design.
• Support documentation of program models, lessons learned, and best practices for internal use and external dissemination, including through peer-reviewed publications and conference presentations.
• Support application of lessons learned and innovations to ensure evidence-based practices are translated into program implementation and improvement.

Proposal Development and Donor Engagement

• Contribute to project design and serve as a technical writer and reviewer for MNCH-related (sections of) proposals, concept notes, sole-source applications, and donor reports, including for GHSD-funded bilateral and co-financed mechanisms.
• Represent EGPAF's MNCH technical positioning in donor meetings, technical working groups, and global forums, including engagement related to America First Global Health Strategy implementation and country-level partnership frameworks.

Capacity Building and Collaboration

• Provide MNCH mentorship and capacity-building support to country-level technical staff, including design/development of training materials and resources.
• Facilitate and/or contribute to communities of practice, technical working groups, and cross-country learning exchanges on MNCH-related topics.
• Support country teams' capacity to lead Ministry of Health transition planning and domestic resource mobilization for MNCH/PMTCT service integration.
• Collaborate across EGPAF's Technical Excellence team on cross-cutting initiatives related to PMTCT, AHD, pediatric HIV, TB/HIV integration, and health systems strengthening.

Key Deliverables

Under GHSD-funded and related EGPAF programming, the Technical Advisor provides technical leadership toward the following outcome areas. Specific annual targets and milestones are defined in the applicable award's Performance Monitoring Plan and the incumbent's annual workplan.

1. Integrated triple elimination service delivery — supports rollout and quality assurance of integrated ANC testing and MNCH/PMTCT service integration, including readiness assessments and gap analyses to guide scale-up.
2. Sustainability and transition planning — leads technical inputs to investment cases, financing-gap analyses, and Ministry of Health-led transition/handover plans for digital tools, workforce functions, and community support models.
3. Surveillance and strategic information systems — supports design and rollout of PMTCT surveillance and response mechanisms, digital tracking tools, and data quality/use systems integrated with national surveillance frameworks.
4. Validation, certification, and policy institutionalization — supports country validation processes, national guideline development, and governance structures (e.g., certification and review committees) needed to institutionalize triple elimination within MNCH platforms.
5. Workforce capacity and country program delivery — leads technical assistance for health worker training/certification, e-learning platform development, and supportive supervision across supported countries.
6. Program management, M&E, and donor reporting — ensures timely, quality technical inputs to work plans, M&E frameworks, performance reports, and milestone-verification documentation required under donor agreements.

Qualifications

Required Qualifications

• Advanced degree (MD, MPH, or equivalent) in public health, nursing, medicine, or a related field.
• Minimum of 7–10 years of progressive technical experience in maternal, neonatal, and child health programming in sub-Saharan Africa.
• Demonstrated technical expertise in maternal, neonatal and child health and service delivery.
• Experience working with U.S. government (GHSD, CDC) and foundation-funded (Gates Foundation, Global Fund) programs, and other external partners.
• Experience navigating evolving global health financing mechanisms, including bilateral, co-financed donor agreements, sole-source award mechanisms, and Ministry of Health transition/sustainability planning (e.g., under GHSD's America First Global Health Strategy).
• Strong technical writing skills, including experience contributing to proposals, technical briefs, and peer-reviewed literature.
• Strong data analysis and presentation skills.
• Experience providing technical assistance to country programs, including direct engagement with Ministries of Health and district-level health systems.
• Excellent interpersonal and cross-cultural communication skills, with the ability to work effectively across global, multi-country teams.
• Willingness and ability to travel internationally up to 30% of the time.
• Fluency in English required.

Preferred Qualifications

• Familiarity with digital health platforms (DHIS2, upSCALE, EMR systems) and AI-enabled decision-support tools, and their application to MNCH programming.
• Experience facilitating technical communities of practice or cross-country learning networks.
• Experience designing or supporting Ministry of Health-led transition plans or domestic co-financing arrangements for HIV, TB, or MNCH programs.
• Experience with TB/HIV co-infection programming an advantage.
• French or Portuguese proficiency an advantage.
