Job Description

As Strategy and Operations Officer, you will be the operating rhythm and execution discipline behind the Wholesale Banking (WB) Chief Data Office (CDO) organization. This role creates the structure that enables leadership to steer priorities, make informed decisions, and maintain transparency across strategy, finance, governance, risk, and communications.

You will provide the organizational clarity and coordination needed to keep a complex data function aligned, controlled, and moving with purpose, ensuring that strategic ambitions are translated into disciplined execution across the WB CDO landscape.

The team

The Operational, Risk & Compliance Management Unit serves as the control, assurance, and risk discipline backbone of the WB CDO organization. It is accountable for embedding data governance, regulatory compliance, and control frameworks into the day-to-day operations of Wholesale Banking.

The unit ensures that data initiatives are executed with the appropriate level of control, auditability, and regulatory adherence, strengthening ING’s risk posture and supervisory confidence. It enables regulator-ready, controlled, and traceable data management practices while ensuring compliance with critical frameworks such as BCBS239, GPDP, GRRD, and broader data risk and control requirements.

Working closely with Product Areas, Regional Data Offices, Data Delivery, and control functions, the team connects strategy, governance, and execution, ensuring data products and initiatives are compliant by design and audit-ready by default.

Roles and responsibilities

In this role, you will provide operational leadership, governance discipline, and strategic coordination across the WB CDO organization.

  • Translate WB CDO strategy into structured plans, execution frameworks, governance artifacts, and operating model routines.
  • Drive portfolio and operational steering, maintaining visibility on priorities, demand, capacity, delivery progress, dependencies, risks, trade-offs, and decision requirements.
  • Provide financial governance across cost management, FTE allocation, budget versus actuals, investment choices, and resource implications.
  • Orchestrate management meetings, data councils, portfolio reviews, and leadership forums with clear agendas, decision traceability, action tracking, and follow-through.
  • Prepare executive materials, strategic narratives, dashboards, and leadership updates that support alignment, escalation, and decision-making.
  • Track regulatory programs, audit findings, control execution, remediation progress, evidence, and leadership visibility across WB CDO.
  • Coordinate Product Areas, Regional Data Offices, Data Delivery, control functions, and business, data, and technology teams to ensure coherent execution and consistent communication.
  • Improve operating model discipline, governance documentation, reporting routines, and execution practices to strengthen efficiency, transparency, scalability, and organizational maturity.

  • Strong capability to translate strategy into structured plans, execution frameworks, governance artifacts, and operating model routines.
  • Solid understanding of portfolio steering, governance cadence, performance oversight, dependency management, and decision tracking.
  • Strong financial governance skills across budgeting, cost transparency, FTE and capacity management, investment tracking, and resource allocation.
  • Working knowledge of regulatory programs, audit processes, control execution, remediation tracking, and evidence management.
  • Strong analytical and reporting capabilities, converting complex information into decision-ready insights, dashboards, narratives, and executive materials.
  • Demonstrated ability to coordinate stakeholders across Product Areas, Regional Data Offices, Data Delivery, control functions, and business, data, and technology teams.
  • Strong organizational skills with a structured, execution-oriented, and detail-driven approach.
  • Proven ability to improve governance, transparency, operating discipline, and execution consistency within complex environments.
  • Excellent communication skills in English, with the ability to support leadership alignment, escalation, and decision-making through concise written and verbal communication.
