Functional Business Analyst

LTS is seeking a detail-oriented and collaborative Functional Business Analyst to support a major AI modernization initiative within the Department of Veterans Affairs (VA) health portfolio. This role will support business process analysis, requirements gathering, stakeholder engagement, and modernization efforts tied to mission-critical healthcare systems and enterprise transformation initiatives supporting Veteran healthcare services nationwide.

This is not a traditional business analyst role built around eliciting requirements from user interviews. Business requirements must instead be extracted directly from the existing functionality of the module and through AI tools— analyzing current workflows, business rules, and system behavior to understand how the system works today, then identifying and shaping opportunities to enhance and modernize it. Also, ensure accuracy of outputs from AI tools. The ideal candidate will possess strong analytical, communication, and documentation skills with experience supporting large-scale federal healthcare or enterprise IT modernization programs, and will work closely with government stakeholders, product owners, architects, developers, and operational teams to translate current-state system functionality into actiona
