Security Cooperation / FMS Subject Matter Expert (SOCPAC)

SMX is seeking a Security Cooperation / Foreign Military Sales (FMS) Subject Matter Expert to work in person at Special Operations Command Pacific (SOCPAC), USINDOPACOM’s theater special operations command at Camp H.M. Smith, Hawaii. This position supports the planning, development and execution of security cooperation programs that build partner-nation special operations capacity across the Indo-Pacific.

The SME will advise SOCPAC leadership on the full FMS case lifecycle and related Title 10 and Title 22 authorities, align security cooperation activities to the SOCPAC and USINDOPACOM campaign plans, and coordinate with Security Cooperation Offices, DSCA, USSOCOM, the Military Departments and the Department of State.

This position requires a seasoned practitioner with deep knowledge of the Security Assistance Management Manual (SAMM), strong relationships across the security cooperation enterprise, and working knowledge of key regional partners such as Japan, the Republic of Korea, Australia, the Philippines, India and the Pacific Island nations.
