Senior Manager, EPC Progress & Performance

The Senior Manager, EPC Progress & Performance is a key member of the Natrium Project Management Organization (PMO) responsible for developing and implementing innovative, lean, and scalable Owner-side processes to monitor the progress and performance of Engineering, Procurement and Construction (EPC) partners and contractors. This role establishes the frameworks, data requirements, governance, and performance insights TerraPower needs to proactively manage EPC risk, identify emerging issues early, support timely course correction, and improve predictability across the Natrium program. The position will initially focus on Kemmerer Unit 1 (KU1) while building processes and lessons learned that can be applied to future Natrium projects.

Key Responsibilities

EPC Planning & Performance Management

• Develop TerraPower processes for evaluating EPC partner and contractor execution plans for alignment with Natrium objectives, contractual commitments, sequencing requirements, and overall achievability.
• Establish Owner-side processes for monitoring EPC progress, productivity, schedule performance, forecast reliability, and execution trends across engineering, procurement, construction, and commissioning.
• Define leading and lagging indicators that enable early identification of performance degradation, emerging risks, schedule pressure, productivity concerns, and other areas requiring intervention.
• Establish TerraPower requirements for participation in contractor recovery planning, mitigation development, and course correction discussions to prevent surprises and support timely management action.
• Evaluate critical-path, near-critical-path, float, progress, productivity, and forecast trends and translate findings into clear recommendations for project leadership.

Cost, WBS & Performance Data

• Develop and maintain a TerraPower Work Breakdown Structure (WBS), cost-coding, and project performance architecture that aligns with EPC partner systems, TerraPower asset-management processes, and enterprise reporting needs.
• Define the cost, schedule, progress, productivity, forecast, and performance data EPC partners and contractors are required to provide to TerraPower, including appropriate coding, quality, and frequency standards.
• Define daily, weekly, and monthly monitoring data, dashboards, visualizations, narratives, and management metrics required from EPC partners and contractors.
• Structure project data to support benchmarking, estimating, continuous improvement, predictive analytics, and potential machine-learning applications for KU1 and future Natrium projects. 
• Partner with Project Controls, Finance, Commercial, Construction, Engineering, Procurement, and Asset Management to establish consistent project data and performance-measurement practices.

Change Management & Forecasting 

• Define TerraPower change-management requirements for EPC partners and contractors with an emphasis on early identification, timely notification, disciplined evaluation, and expedited concurrence on potential changes.
• Establish expectations for assessing the magnitude and impact of changes to the original budget, current approved budget, schedule baseline, current forecast, and overall Natrium project objectives.
• Develop processes that improve visibility into emerging trends, pending changes, forecast movement, contingency utilization, and potential cost or schedule exposure.
• Evaluate schedule, cost, productivity, and execution impacts associated with proposed changes, risks, opportunities, and recovery strategies, including re-sequencing and acceleration options.
• Ensure approved changes and forecast revisions are incorporated into applicable baselines, forecasts, reporting systems, and project-governance processes.

EPC Contract Requirements & Governance

• Partner with Commercial, Legal, Supply Chain, Project Controls, Construction, and project leadership to define contract terms, conditions, deliverables, and requirements related to EPC progress and performance monitoring.
• Develop minimum contractor requirements for planning, scheduling, cost management, forecasting, progress measurement, productivity reporting, change management, risk identification, and performance reporting.
• Establish expectations for contractor data transparency, reporting frequency, supporting documentation, system access, and participation in performance-management reviews.
• Review contractor project-controls and performance-management approaches for alignment with TerraPower contractual requirements and Owner expectations. 
• Capture KU1 lessons learned and incorporate improvements into future Natrium contracting, project-controls specifications, and project-delivery strategies.

KU1 Field Project Controls & Execution Support

• Monitor KU1 EPC partner and contractor field progress and performance-management approaches and recommend improvements where appropriate.
• Evaluate field progress measurement, productivity reporting, schedule execution, resource deployment, earned progress, forecast credibility, and contractor recovery strategies.
• Partner with KU1 Construction and Project Controls leadership to identify emerging execution risks, constraints, trends, and opportunities for improved performance.
• Provide an independent Owner-side assessment of EPC progress and performance to support management decision-making and risk management.
• Participate in contractor progress reviews, schedule reviews, performance meetings, recovery-planning sessions, readiness reviews, phase-gate assessments, and other project execution forums.

Leadership & Continuous Improvement

• Serve as a subject-matter leader for EPC progress, performance, project controls, and contractor management within the Natrium PMO.
• Develop lean, practical, and scalable Owner processes that provide effective oversight without unnecessarily duplicating EPC contractor responsibilities.
• Coach project controls professionals, project managers, engineers, field teams, and partner organizations on EPC performance-management practices.
• Identify opportunities to automate reporting, improve data integration, strengthen predictive analytics, and reduce administrative burden while improving decision quality.

Qualifications

Required

• Bachelor’s degree in engineering, construction management, project management, business, finance, or a related technical field.
• 10+ years of progressive experience in project controls, project management, construction management, or EPC project delivery on large-scale industrial, infrastructure, energy, or nuclear projects.
• Demonstrated experience working with major EPC contractors and evaluating contractor planning, scheduling, cost management, progress measurement, forecasting, and performance-management practices.
• Strong understanding of EPC execution models, engineering workflows, procurement cycles, construction sequencing, field productivity, commissioning, and integrated project controls.
• Experience developing or administering WBS structures, cost coding, progress-measurement systems, project reporting frameworks, and performance metrics.
• Demonstrated experience with project change management, baseline control, forecasting, trend management, and risk integration.
• Strong understanding of critical-path management, schedule performance, cost performance, productivity measurement, and contractor recovery planning.
• Ability to analyze complex project data and translate findings into clear business insights, risks, recommendations, and management actions.
• Demonstrated ability to work across Commercial, Engineering, Construction, Procurement, Finance, Legal, and Project Management organizations. 
• Excellent leadership, communication, facilitation, and stakeholder-management skills, including the ability to influence without direct authority.

Preferred

• Experience supporting nuclear, large-scale energy, first-of-a-kind technology, or major infrastructure megaprojects.
• Experience performing an Owner or Owner’s Representative role overseeing EPC partners or major contractors.
• Experience developing EPC contract requirements related to project controls, progress measurement, performance reporting, forecasting, and change management.
• Experience with Primavera P6 and enterprise project-controls, cost-management, scheduling, analytics, or digital reporting systems.
• Familiarity with AACE recommended practices, earned value management, schedule risk analysis, quantitative risk analysis, DOE/NRC project environments, or similar regulated environments.
• PMP, PSP, CCP, EVP, or equivalent professional certification.

Salary Range: $161,321 - $215,095

Any salary offered within the posted salary band is based on market data and commensurate with the selected candidate’s qualifications and experience. This range is specific to Wyoming State.
