Position Overview

The Engineering Technician I is a hands-on technical role central to facility activation, equipment commissioning, and the setup and ongoing operation of energetic manufacturing and test operations at Voyager's Pueblo and Penrose facilities. This individual supports the safe handling, testing, and evaluation of energetic materials and propulsion systems — working across a broad range of technical disciplines including instrumentation, controls, mechanical systems, and production operations — under the direction of senior engineering personnel.

The position reports to the Staff Development Engineer and is part of the Infrastructure and Operations Integration team, onsite at Voyager's Penrose and Pueblo, CO facilities. This role is well-suited for technically capable individuals with backgrounds in energetics, aerospace, defense manufacturing, or industrial test environments who bring hands-on discipline, safety-first mindset, and the adaptability to contribute across multiple technical areas as the team scales.

In this role, the essential functions are:

Energetic Materials Handling

• Safely receive, inspect, store, and handle energetic materials — including propellants, pyrotechnics, and similar materials — per applicable DoD/ATF regulations, SOPs, and facility safety requirements.
• Maintain accurate records of energetic material inventories, usage, and disposal; perform pre- and post-test inspections of energetic components and assemblies.
• Operate within approved Explosive Site Plans (ESPs); ensure compliance with ATF, DoD, and OSHA regulations in all handling and storage activities.

Rocket Motor Testing

• Prepare test facilities, test articles, motor assemblies, and instrumentation for test execution under the direction of senior engineering personnel.
• Support static fire and functional test operations for solid and/or liquid rocket motors; collect, record, and perform initial review of test data, flagging anomalies for engineering review.
• Assist with post-test teardown, inspection, and documentation of test hardware.

Facility Activation & Equipment Commissioning

• Support activation of new facilities including utilities, safety systems, and test equipment; assist in commissioning of hydraulic, pneumatic, electrical, and instrumentation systems.
• Execute equipment startup procedures, functional checkouts, and acceptance tests per engineering-approved procedures; document commissioning deficiencies and coordinate resolution with engineering.
• Perform hands-on mechanical and electrical work including assembly, alignment, connection, and checkout of facility and test equipment.

Instrumentation, Controls & Data Acquisition

• Set up, calibrate, and operate instrumentation and data acquisition systems including sensors, transducers, signal conditioners, and recording equipment.
• Operate and support troubleshooting of PLC-controlled systems, automated test stands, and SCADA-based facility controls under engineering direction.
• Read and interpret engineering drawings, P&IDs, wiring schematics, and technical procedures to support accurate setup and execution.

Production & Manufacturing Operations

• Support manufacturing operations for solid rocket motor assembly, energetic formulation, and related production activities in accordance with approved work instructions and SOPs.
• Maintain production documentation, batch records, and quality assurance paperwork per company and regulatory standards to support traceability and audit readiness.

Safety & Environmental Health

• Maintain a safety-first culture at all times; participate in safety briefings, hazard analyses, and incident reviews; immediately report unsafe conditions, near-misses, or incidents to supervision.
• Support site EHS compliance activities; wear and properly use all required PPE including flame-resistant clothing, respirators, and other site-specific safety equipment.

Basic Qualifications

Education & Experience: High school diploma or equivalent with 5 years of hands-on technical experience in energetics, aerospace, defense manufacturing, rocket motor testing, or a related industrial field OR Associate degree or technical training in a relevant field with 3 years of qualifying experience.

• Hands-on experience with energetic materials, propellants, pyrotechnics, or explosives — including safe handling, storage, and processing per applicable safety standards (e.g., DoD 4145.26M, and ATF).
• Experience in facility commissioning, equipment startup, or industrial facility activation; ability to read and interpret engineering drawings, P&IDs, and technical procedures.
• Understanding of explosive safety, energetic material handling, and applicable DoD, OSHA, and ATF regulations.
• Proficiency with precision measurement tools, gauges, and assembly techniques in a manufacturing or test environment.
• Strong documentation discipline — accurate record-keeping to support traceability, batch records, and regulatory/audit readiness.
• Effective communication and ability to work across engineering, quality, and operations functions; commitment to safety, quality, and continuous improvement.
• Problem-solving orientation with the ability to operate under minimal supervision in safety-sensitive environments with sound judgment.
• U.S. citizenship required; must be eligible to obtain and maintain a U.S. Government security clearance.

Explosives License Eligibility (required):

• Be 21 years of age or older.
• Pass pre-employment drug test.
• Pass State and Federal background checks.

Preferred Qualifications

• Experience with solid rocket motor manufacturing, EOD, military munitions, or aerospace propulsion test operations.
• Familiarity with PLC-controlled systems, automated test stands, or SCADA-based facility controls.
• Experience operating data acquisition (DAQ) or test measurement equipment (accelerometers, strain gauges, thermocouples, pressure transducers).
• Certifications in hazardous materials handling, confined space entry, fall protection, or related industrial safety areas.
• Forklift, overhead crane, or rigging certification.
• Familiarity with Lean manufacturing principles, 5S, and Six Sigma methodologies.
• Some experience with automated manufacturing systems, robotics, or CNC-controlled equipment.

Travel, Physical and Government Mandated Requirements

This position operates in an industrial facility environment including outdoor test areas, active construction sites, and high-hazard explosive manufacturing environments with exposure to heat, cold, noise, dust, and explosives. Work may involve exposure to extreme temperatures, loud noise, and hazardous materials.

• Ability to lift, move, or carry items or equipment up to 50 pounds; comfortable standing, walking, climbing, balancing, stooping, kneeling, and crouching for extended periods in an outdoor industrial environment.
• Ability to work in a high-hazard explosive manufacturing environment; wear required PPE including flame-resistant clothing and other safety equipment; comply with site-specific requirements such as end-of-day showering.
• Travel up to 10%, including the possibility of overnights within the continental United States.

Candidates must meet all eligibility requirements to obtain and maintain applicable state and federal explosives licenses, including minimum age requirements (21 and over), a drug-free workplace in compliance with the Drug-Free Workplace Act of 1988 (41 U.S.C. §§ 8101–8106), Executive Order 12564 (Drug-Free Federal Workplace), applicable Department of Defense directives including DoD Instruction 1010.09 and DFARS 252.226-7003, and successful completion of any legally required background investigations.

The good faith base salary range for this role is $32.00 – $37.00 per hour at the time of this posting. Where you fall within the range depends on your experience, skills, and location. This range reflects base salary only and does not include benefits or bonus/incentive. This range may be adjusted in the future.
