Job Description
AECOM Advisory is AECOM’s management consulting Global Business Line. Created to build off AECOM’s considerable operational expertise in infrastructure design and engineering services, AECOM Advisory serves as a trusted adviser to senior level clients and executive teams on their most pressing enterprise and strategic needs.
We serve the full value chain of clients active in infrastructure, the built environment, and community vibrancy, including national governments, regulatory entities, city agencies, utilities, transit agencies, infrastructure operators, and investors. Our global team of 400 professionals includes business analysts, economists, commercial strategists, technology architects, human capital and change management practitioners. Role Overview
The Advisory Manager – Systems Engineering combines leadership of active client engagements with direct participation in growth, opportunity shaping, and pursuit support activities.
The Advisory Manager will independently lead defined engagements or major workstreams, manage client relationships at the program level, and contribute meaningfully to pipeline development and competitive pursuits.
This individual will bring a strong systems engineering background and apply structured problem-solving, analytical rigor, executive communication, and disciplined execution methodologies to complex federal environments. Success in this role requires the ability to balance delivery accountability with proactive support to growth efforts—translating client insight into opportunity pathways and helping convert positioned work into funded engagements.
Key Responsibilities
Engagement Leadership & Delivery Execution
- Lead day-to-day execution of advisory engagements, managing scope, schedule, milestones, and client communications.
- Independently structure and manage workplans, risk logs, staffing coordination, and deliverable production.
- Serve as the primary delivery lead for defined engagements or major task areas.
- Produce executive-ready analyses, briefings, transformation roadmaps, and governance artifacts.
- Coordinate internal SMEs and cross-functional teams to ensure cohesive and timely outputs.
- Identify performance risks and implement mitigation strategies to sustain delivery excellence.
Advisory Growth & Capture Contribution
- Contribute to growth initiatives through opportunity research, solution structuring, and capture support.
- Develop work breakdown structures, staffing models, and execution roadmaps for proposal responses.
- Draft and refine technical volumes, management approaches, and value propositions.
- Support competitive positioning efforts through market analysis and client insight development.
- Identify follow-on and adjacent opportunities within active engagements.
Analytical Rigor & Structured Problem Solving
- Apply formal management consulting methodologies to assess operational challenges, governance gaps, and organizational performance constraints.
- Conduct qualitative and quantitative analyses to support strategy development and implementation planning.
- Translate complex policy, acquisition, and operational inputs into actionable recommendations.
- Develop performance metrics, dashboards, implementation frameworks, and executive summaries.
- Structure ambiguous federal challenges into clear, implementable solution pathways.
Client Engagement & Stakeholder Coordination
- Serve as a trusted day-to-day client interface at the program or task level.
- Facilitate workshops, stakeholder alignment sessions, and executive working groups.
- Maintain strong working relationships with federal program managers and operational leads.
- Present findings and recommendations to senior stakeholders in a clear, executive-ready format.
- Ensure alignment between client expectations and internal execution plans.
Qualifications
Minimum Requirements
- BA BS with 8+ years of experience within a systems engineering organization and or federal organizations or demonstrated equivalency of experience and/or education.
- Experienced independently structuring ambiguous problems using formal consulting methodologies (e.g., issue trees, hypothesis-driven analysis, operating model design, governance frameworks).
- Experience delivering executive-level products, including strategic plans, operating models, performance frameworks, and modernization roadmaps.
- Exceptional written and verbal communication skills consistent with consulting standards.
Preferred Background
- MBA, or other Master’s degree in Operational Research, Project and Organization Management, Management Science, Finance, Economics, Systems Engineering and/or related fields.
- Project Management Professional Certification (PMP)
