Previously proposed candidates were not compliant for the following reasons:
- Lacks experience in SATCOM Network Architecture and Design
- Lacks technical expertise in the design, integration, operation, and optimisation of SATCOM network architectures
- CV lacks evidence of expertise in the design and implementation of Layer 2 and Layer 3 services, including VLAN tagging (IEEE 802.1Q), VLAN mapping (Q-in-Q), VLAN translation, trunking, and traffic segmentation
- CV lacks evidence of technical expertise in the design, integration, operation, and optimisation of SATCOM network architectures
BIDDING INSTRUCTIONS
1.1 Bidding Options
Suppliers may bid for this Statement of Work by proposing a candidate to deliver the scope of work outlined in Section 3 (Scope of Work) and who meets the required qualifications outlined in the Requirements section. The Contractor shall provide one (1) qualified SATCOM Network Engineering personnel profile to deliver the services described in this Statement of Work. Such profile must meet all mandatory technical, professional, and soft-skill requirements.
1.2 Technical Proposal
Bidders shall include in the Technical Proposal the CV of the proposed candidate, clearly indicating relevant experience that demonstrates compliance with the required qualifications.
