Lead Procurement Specialist

XLA seeking a Lead Procurement Specialist with prior MCC experience to direct the procurement team for an Interim Procurement Agent (IPA) contract supporting a Millennium Challenge Corporation (MCC) compact. The Lead runs the full procurement cycle on behalf of the Accountable Entity (AE) under the MCC Program Procurement Policy and Guidelines (PPG) and Standard Bidding Documents (SBD). Contingent upon contract award.

Required qualifications

• Direct MCC and/or MCA (Millennium Challenge Account) procurement experience
• Bachelor's degree, or recognized procurement certification (CIPS/MCIPS, CPPO, CPPB, NIGP-CPP, CPSM, CPSD) in lieu at MCC's discretion
• 10+ years of public or donor-funded procurement experience, including 5+ years in a lead or management role
• Working knowledge of the MCC PPG, SBDs and MCC Policy on Preventing, Detecting and Remediating Fraud and Corruption
• Demonstrated development and review of bidding documents, evaluation reports and contracts for goods, works and services
• Fluency in written and spoken English
• Proficiency in Microsoft Office
